The Three Big Shifts

The NHS 10 Year Health Plan sets out a bold vision for the future of healthcare in England, built around three fundamental shifts:

1. From Sickness to Prevention

The plan prioritises reaching patients earlier and making the healthy choice the easy choice. This means more investment in public health, screening programmes, and community-based prevention services.

2. From Analogue to Digital

New technology, AI, and data-driven approaches will transform how care is delivered. From virtual wards to AI-assisted diagnostics, digital transformation is central to the plan's ambitions.

3. From Hospital to Community

Care will increasingly shift out of hospitals and into community settings, with a greater focus on primary care, neighbourhood teams, and integrated care at home.

What This Means for Commissioners

Integrated Care Boards (ICBs) and local authorities will need to:

  • Redesign care pathways around prevention and early intervention
  • Invest in digital infrastructure and data interoperability
  • Commission services that deliver measurable population health outcomes
  • Strengthen partnerships across health, social care, and voluntary sectors

What This Means for Providers

NHS trusts and independent providers should:

  • Prepare for new service models and funding arrangements
  • Invest in workforce development and digital skills
  • Demonstrate outcomes and value in contract negotiations
  • Engage proactively with ICBs on service transformation
